Energy-optimized construction in public-private partnerships - is that possible?
The research project "Neues Regionshaus Hannover" is investigating this question. The new office building was put out to tender as a PPP with the high requirements of the "Energy-optimized construction" research area of the Federal Ministry of Economics. In a three-year research project, the IGS is using metrological and environmental-psychological monitoring to check whether the targets for energy efficiency, user comfort and cost-effectiveness have been achieved.
The effectiveness of user manuals, information talks and an intranet-based service portal for users, which are intended to improve the acceptance of energy-optimized buildings as cost-effective measures, is being examined as a particular focus. Recommendations for the effective tendering of sustainability targets in future PPPs and other types of procedure are derived from the work.
